Changemakers have sought transformation of Australian justice systems for decades to create safer communities, uphold human rights, and deliver fairer outcomes. Despite significant consensus from evidence and experts, and growing impetus for change, Australian decision-makers have been reluctant to implement major shifts. So how do we overcome barriers to change? This Fellowship report explores the successful pathways to reform utilised by global forerunners of effective and humane justice systems- Scotland, Norway, and Denmark. Combining the insights of interviewees and her own professional experience, this report maps a new theory of change for those seeking more truly fair and just systems.
