Turbocharging the VET Workforce
International Technology and Professional Exchange (ITPE) Program
The ITPE Program is delivered under the Victorian Skills Authority’s (VSA) Turbocharging the VET Workforce initiative, with TAFE Gippsland as the Lead TAFE and the International Specialised Skills Institute (ISS) as the delivery partner. The program provides participants with direct access to leading international vocational education systems, industry training organisations, advanced manufacturers and workforce development leaders.
The International Technology and Professional Exchange Program (ITPE) provides Victorian TAFE educators and selected industry representatives with the opportunity to participate in structured international study tours focused on offshore wind, clean energy, advanced manufacturing, construction innovation and workforce development.
The focus is on building capability across Victoria's vocational education and training sector through international engagement, industry collaboration and workforce innovation. Participants will undertake an international study tour and contribute to collaborative activities designed to strengthen teaching practice, curriculum development and capability across the Victorian TAFE network.
Applications must be submitted by 11:59 pm on 17th November 2026.
About the Program
The International Technology and Professional Exchange Program (ITPE) has been designed to strengthen educator capability and support workforce development across Victoria.
Participants will engage directly with leading international education providers, employers, training organisations, industry bodies, researchers and workforce development specialists, through conferences and other structured learning opportunities..
The program focuses on practical learning and application. Participants will investigate international approaches to skills development, training delivery, workforce planning and industry engagement, and consider how these approaches may inform future practice within Victoria.
Participants will also contribute to post-program activities designed to support knowledge sharing and capability building across the Victorian vocational education and training sector.

Study Tour 1: UK/Denmark
United Kingdom and Denmark: Offshore Wind, Clean Energy and Workforce Capability Approximate Dates: 18 January to 29 January 2027 This study tour will examine established approaches to offshore wind, renewable energy skills development and the relationship between vocational education, employers and major energy projects, through: • Offshore wind workforce development and workforce planning • Renewable energy training systems and apprenticeship approaches • Industry-led training and partnerships between providers and employers • Skills development for emerging energy industries • Safety, technical training and workforce capability requirements • How established offshore wind regions connect education, industry and regional development The United Kingdom and Denmark are the preferred destinations because they provide established offshore wind and clean energy settings in which participants can examine training, industry engagement and workforce development in practice. Detailed organisations and visits will be confirmed once the travel window is settled.

Study Tour 2: Singapore/Taiwan
Taiwan and Singapore: Advanced Manufacturing, Clean Energy Supply Chains and Technology Approximate dates: 31 January to 11 February 2027 This study tour will use advanced manufacturing, digitalisation, offshore wind and clean energy supply chains as practical examples of technological change. The focus will be on how education and training systems prepare people for that change, how capability is developed locally, and what can be applied across sectors in Victoria, through: • Advanced manufacturing and digital technology adoption • Clean energy and offshore wind supply chains • Local capability and approaches to developing domestic industry participation • Industry and education partnerships • Workforce development for emerging technologies • How technical and transferable skills are developed across sectors Taiwan will provide a particular lens on an emerging offshore wind market, including the development of local workforce capability, local content settings and the balance between domestic capability and international expertise. Its advanced manufacturing base also provides a strong setting for examining the interaction between manufacturing, technology and clean energy. Singapore will add a strong education and skills-system perspective, supported by existing relationships and its experience connecting technical education with industry and technology. The final program will be developed around the organisations and people best placed to illuminate these questions.

Study Tour 3: Canada
Canada: VET System Design, Applied Research and Industry Partnerships Approximate Dates: 30 March to 10 April 2027 This study tour will examine Canadian approaches to vocational and technical education, with particular attention to institutional flexibility, applied research, industry partnerships and the way providers develop education and training in response to local economic and workforce needs, through: • Applied research within colleges and technical institutes • Provider and industry partnerships • Development of organisation-specific or locally responsive qualifications and programs • Curriculum design and approaches to teaching and learning • How providers respond to changing industry and technology needs • Models for translating research and innovation into education and workforce practice Canada has been identified as a useful system-level case study because of its applied research model and the scope for organisations to develop qualifications and programs that respond to industry and regional needs. The tour will consider what these approaches may offer Victoria, including opportunities for greater flexibility in education design and stronger links between applied research, industry need and training delivery.
